2. Duplication Safeguards: A "Non-Duplication Certificate" is mandatory and must be obtained from the concerned Panchayati Raj Institutions (PRIs) and relevant Line Departments for every proposed scheme.
3. Project Appraisal: The Council conducts thorough evaluations to determine the objectives, socio-economic benefits, and appropriateness of all proposed schemes.
4. Technical Estimates: Estimates are prepared based on the latest Schedule of Rates (SOR) of the Assam Public Works Department (APWD) and other relevant Line Departments. Technical Sanction (TS) must be obtained from the competent authority before execution.
5. Procurement Protocol: The Council utilizes the State e-Procurement Portal and the Government e-Marketplace (GeM) for all procurement activities. Formal Notice Inviting Tenders (NIT) are issued through the official BKWAC website and published in at least two leading newspapers (one National and one Regional) to ensure maximum transparency and competitive bidding."
6. Quality Control: The rates and quality of procured materials are strictly evaluated by a Departmental Purchase Committee (DPC), which includes subject matter experts from the concerned Line Departments.
7. Financial Discipline: The Council strictly adheres to the Assam Financial Rules, the Assam Fiscal Responsibility and Budget Management Act, 2005 (AFRBM), and CVC Guidelines. All financial files are mandatorily routed through the Financial Adviser/Financial Accounts Officer (FAO), an officer of the Assam Finance Service (AFS).
8. Expert Consultation: Beyond technical support from State Government departments, the Council actively consults Krishi Vigyan Kendras (KVKs), Regional Research Stations of Assam Agricultural University (AAU), and other State and Central Government institutions.
9. Implementation Monitoring: For individual beneficiary-oriented schemes, Apex-level and Constituency-level Committees are constituted to oversee implementation and ensure rigorous monitoring.
10. Policy Alignment: All welfare and development projects undertaken by the BKWAC must strictly conform to the existing policies and guidelines of the Government of Assam.
